Administrative and Maintenance staff are on-site Monday through Thursday from 8:00 AM – 5:00 PM, except holidays. After-hours maintenance is available for emergencies only.

Flowers Court is a public housing community consisting of fifty (50) well-maintained two-, three-, and four-bedroom apartments located on a quiet, tree-lined street ending in a cul-de-sac.

The property was developed to provide decent, safe, and affordable housing for eligible low-income families, the elderly, and persons with disabilities.

The U.S. Department of Housing and Urban Development (HUD) provides financial assistance to the Belmont Housing Authority (BHA) for the management and operation of Flowers Court Apartments, ensuring rents remain affordable for qualifying residents. HUD also provides professional and technical support to BHA in the planning, development, and ongoing management of the property.

How to Apply for Housing

Get the application.

Applications may be submitted online through our website. If you need help, contact our office for assistance.

Fill out the application.

Provide accurate information regarding your household members, income, and family size. Review your application carefully to ensure completeness.

Submit your application.

Submit your application online. You will receive confirmation that your application has been received.

Wait for notification.

BHA will review all applications fairly and determine eligibility. If you qualify, your name will be placed on the waiting list.

Respond when contacted.

When your name reaches the top of the waiting list, BHA will contact you. It is your responsibility to keep your contact information current. You will be required to provide verification documents (see below).

Move in.

Once approved, you will: sign your lease agreement, pay your security deposit and prorated first month’s rent, and receive your keys to move into your new home.

Eligibility

Public housing is available only to low-income families and individuals. 

  • Eligibility is based on:
  • Annual gross income
  • Family composition and size
  • Qualification as elderly or disabled
  • U.S. citizenship or eligible immigration status

BHA will also review applicant references to ensure that tenancy would not have a detrimental effect on other residents or the community.

Required Documentation
Applicants must provide:

  • Proof of income for all adult household members
  • Birth certificates for all household members
  • Social Security cards and valid identification
  • Authorization for release of information for employment and income verification

Lease Agreement
Before moving in, residents must:

  • Sign a lease agreement
  • Pay a security deposit and the first month’s prorated rent
  • Attend a lease briefing to review tenant and landlord responsibilities

Notification of Application Status

BHA will send a written notification indicating whether your application was accepted or denied:

If accepted, your name will be placed on the waiting list, and BHA will contact you when your name is reached.
If denied, the letter will state the reason for ineligibility and explain how to request an informal hearing.

Length of Stay in Public

Housing
Residents may remain at Flowers Court Apartments as long as they comply with the lease and all program requirements.

Rent Determination
Rent (Total Tenant Payment, or TTP) is based on your anticipated gross annual income minus applicable deductions. HUD regulations allow deductions for:

  • Dependents
  • Elderly families or persons with disabilities
  • Certain medical expenses for qualifying households

Your TTP will be the highest of the following, rounded to the nearest dollar:

  • 30% of monthly adjusted income
  • 10% of monthly gross income
  • Minimum rent of $25.00

The application is reviewed for placement on the wait list in the order that it was received and ranked according to federal and state mandates.

Assuming that you meet the preliminary requirements, you will be mailed a letter indicating that you have been placed on the waiting list.

This letter does not guarantee that you will be housed, but merely acknowledges that your application has been accepted and placed on the waiting list pending further verification.

It is the applicant’s responsibility to update their information. Application updates must be completed if there are any changes in income, family composition, employment status, address, or phone number change, etc. Application updates can be made by clicking here. for Flowers Court. Failure to report any changes may cause your application to be purged from the waiting list and will require you to reapply for housing. This will delay your possibility of being offered housing or assistance.

The waitlist for Flowers Court may be in excess of 24 months.

Once your name comes to the top of the waiting list, you will receive a phone call and/or a letter from Flowers Court and/or Myrtle Terrace.

Final eligibility and rent will be determined at this time.

Total Tenant Payment (TTP) is based on your household’s anticipated gross annual income less deductions, if any. Annual income is the anticipated total income from all sources received from the family head and spouse, and each additional member of the family 18 years of age or older. The formula used in determining the TTP is the highest of the following, rounded to the nearest dollar:

  1. 30 percent of the monthly adjusted income. (Monthly Adjusted Income is annual income less deductions allowed by the regulations)
  2. 10 percent of the monthly income
  3. Flat rate rent, if applicable

You can live in assisted housing as long as you comply with the lease and continue to meet eligibility guidelines.

Positions may change on a constant basis due to new applicants being added to the waiting list and/or purging of the waiting list, etc. Therefore, the waiting list is updated on a continuous basis, but BHA cannot give you the specific dates when the waiting list will be updated.
